They just don’t see much value in it…
Advances in learning technology mean it needn’t be that way any more. Like any budget line item, business line managers want to answer the time honoured questions: is this spend going to make me money or save me money? Training programs can rarely answer this question with any precision. So they are lumped into the category of “we wouldn’t spend this money unless we have to, but we do have to spend something, so lets spend as little as possible”. Which means no-one really understands what value training can add to a company’s bottom line.
